1. Do I need a permit to put up a fence?

A Building Permit is needed for fences that enclose swimming pools. A Zoning Permit is needed for all other fences.

2. Do I need a permit to construct a deck on my house?

Yes a building permit is required.

Yes we require a building permit.

4. Do I need a permit to place/build a shed on my property?

We require a Zoning Permit for a shed up to 500 sq. ft. A shed greater than 500 sq. ft. requires a Building Permit.

5. Do I need a permit to replace the siding on my house?

No, a permit is not required.

6. Do I need a permit to finish my basement?

Yes, permits are required based on the work to be done; for example: building permits, electrical permits, plumbing permits, and mechanical permits may be required.

It is also a requirement if you are doing any work to your basement to install an emergency egress (door or window) if you do not already have one in place.

7. Is a use and occupancy certificate for the resale of a home required?

Yes, you can find the residential use and occupancy application on this website. We will need to perform an interior inspection of your house prior to issuing the certificate.

8. Do I need a permit to replace the windows in my house?

Yes, only if you are replacing bedroom windows because they are a means of emergency egress.

9. Can I cut down a tree on my property and do I need a permit?

Yes, you can cut down a tree on your property. You do not need a permit.

10. Do I need a permit to repave my existing paved driveway?

No, but you do need to contact the township if you decide to change the size of your driveway. If you are paving your driveway for the first time (over dirt/stone) then a soil and erosion control permit is required.

11. Can I burn trash, yard waste, debris etc. on my property?

No, there is no burning permitted in East Whiteland Township. We do allow small fire pits/chimneas as long as they do not become a nuisance to your neighbors.

12. Do I need permits to install/construct a swimming pool?

Yes, we require you first apply for a soil and erosion control permit and once that has been approved you can apply for building and electrical permits.

Prefabricated swimming pools that are less than 24 inches deep do not require any permits.

13. Do I need a permit for a new patio area?

Yes, we require a building permit if you are installing a hardscaped patio.

14. Do I need a permit to replace/repair my sidewalk?

No, however, if you are installing a side walk for the 1st time we do require a building permit.

15. Do I need a permit to construct retaining walls?

No permit is required for retaining walls under 4 feet unless the wall supports a surcharge; then a building permit is required.

16. Are Permit Applications Available Electronically?

No, building, electric, plumbing, mechanical, and fire protection permit applications are not available electronically.

We require the original application (in a folder format) at the time of application. Permit applications can be picked up from the Township Building during normal business hours, or mailed upon request.

2. How do I pay my property taxes?

Residents pay property taxes to three entities: the county, school district and township. Each entity has its own collection agency. For information on who to contact, please visit our Real Estate Tax Page

3. What is the Real Estate Transfer Tax Rate?

The Real Estate Transfer Tax Rate for East Whiteland Township is 1% of the total sale which is divided, 50% Township and 50% Great Valley School District.

1. Why are windows broken or holes cut in the roof?

As a fire burns, it moves upward then outward. Breaking the windows and/or cutting holes in the roof (called ventilation) slows the damaging outward movement, helps remove blinding smoke that obscures the actual fire, and enables firefighters to fight the fire more efficiently. The result of this action is less damage to the structure in the long run.

2. Why are holes cut in walls?

This is done so that the fire department is absolutely sure that the fire is completely out, and that there is no fire inside the walls or other hidden places.

3. Is it possible to obtain a copy of the fire report?

In most localities, a fire report is a public document and is available at the fire department or fire marshal's office.

1. When will I receive my sewer bill?

Sewer bills are mailed out to residents on the first of the month prior to the start of the quarter being billed.

For example: Bills are mailed out December 1st for the first quarter of the next year.

2. Can I pay my sewer bill online?

At the moment, we do not accept online payments but we are hoping to in the near future.

In the meantime, payments can be mailed to or paid in person with a check or money order at the Township Building located at 209 Conestoga Road, Frazer, PA 19355.

3. When will I be billed for my street lights (if applicable)?

The street lights assessment is billed to residents of Bryn Erin Community, Doe Lane area and Barbara Drive and is included on the bill for the second quarter.

4. Which days is the trash picked up?

East Whiteland Township regulations mandate the use of private refuse disposal for all Township residents. Please contact your hauler for information pertaining to pick up days. View Resource Directory

1. What is my zoning district?

You will need to look at the Zoning Map to answer this question.

Complete hard copies of the Zoning Ordinance and Map are also available for purchase at the Township Building. Staff can assist you in finding your property on the map if you are unsure of where it is.

2. What kinds of things does the Zoning Ordinance regulate?

The Zoning Ordinance establishes what activities are permitted in the Township as well as how buildings are placed on the land. Since not all land uses are appropriate in all areas, the Ordinance divides the Township into zoning districts. There are many different kinds of zoning districts in the Township. For each district, the Ordinance specifies what uses are permitted as well as how large the lots must be, the minimum distance required between buildings and the property lines, how much of the property must remain unbuilt and unpaved, and how tall buildings may be. Our Zoning Ordinance also includes extensive provisions for the protection and preservation of our historic resources.

3. What if I want to do something that the zoning doesn't allow?

In Pennsylvania, the Zoning Officer only has the authority to enforce the provisions of the Zoning Ordinance; they do not have the authority to grant any relief from those provisions. If you are in a situation where, for example, your property is so narrow that you can’t build an addition on the side of your house that will still provide for the minimum distance required between the house and the property line, you will need to apply for a variance. In East Whiteland, the variance process includes an informal presentation to the Board of Supervisors followed by a formal hearing before the Zoning Hearing Board. The Zoning Hearing Board makes the ultimate decision on whether or not to grant a request for a variance. The process is explained fully in the Zoning Ordinance. If you are considering applying for a variance, you may wish to discuss it with the Zoning Officer to be sure of how your particular circumstances may affect the process.

4. What permits do I need for my project?

That depends on exactly what you’re doing. Even if you don’t need land development approval, all construction activities, including do-it-yourself projects, will require a Building Permit and a Zoning Permit. It’s best to contact the Township office for complete information. Few homeowner projects require permits issued by the Planning and Zoning Department (other than the Zoning Permit); most require permits from the Codes & Life Safety Department.
