Keystone Collections Group is the tax collector for East Whiteland Township's Local Services and Earned Income Taxes. 
The Local Services Tax (formerly called OPT or EMS Tax) is an Act 222 tax.  All persons working in the Township will be required to pay $52 annually.  Employers will deduct this tax from employees at a pro rata share of the tax by dividing the tax by the number of payroll period established by the employer for the calendar year. If eligible, persons earning less than $12,000 may request an exemption from the local services tax through their payroll departments.
A .5% Earned Income/Net Profits Tax became effective April 3, 1996 by passage of Township Ordinance Number 110-96.  The tax requires that all persons living or working in the Township pay .5% on all individual gross earnings and net profits from businesses.

There are 3 real estate tax bills issued annually by (1) the County, (2) the Township and (3) the School District. The County and Township fiscal years follow the calendar year from Jan. 1 to Dec. 31. Bills are rendered on or about March 1. The School District fiscal year runs from July 1 to June 30. Bills are rendered on or about July 1. Real estate tax is based on an assessed value determined by the Chester County Board of Assessments. The County was reassessed effective Jan. 1, 1998. Appeals for reassessment must be made directly to the County Board of Assessments in West Chester.

Each entity of local government (County, Township and School) sets its own tax rate. The current Township millage is 0.445.  A 2% discount is offered for payment made within 60 days. A 10% penalty is levied after 120 days.

 Fees and Assessments

The following areas have street lights for which residents are billed annually for assessment of maintenance and electrical costs:
  • Bryn Erin Community
  • Doe Lane Area
  • Barbara Drive

The street light fees will be billed by the Township annually and the bills will be included with the second quarter sewer bills.

All sewer bills are rendered quarterly directly to the property owner.  Invoices are payable net 30 days.  A 10% penalty is added after 30 days.
The quarterly rates are:

District A and B are $90 per quarter/ EDU

District C is $135.50 per quarter/EDU

District D is $150.00 per quarter/EDU
